Digital Technology Section Handles INTERNALLY RECORDED Videos.  The below videos are housed in our unit and we can direct request for other videos as needed.

  • Police Cars
  • Police Wagons
  • Patrol Division Detention Units.
    • Detention Units DO NOT include video of interrogations, the Breathalyzer Room or process with the exception of MPD. 
    • These rooms include only the booking process and time within the cells. 
    • SCD, SPD and MPD DO NOT have audio.

COMMON QUESTIONS:

Q. How do I get a copy of a video?
A. Simply select the appropriate online form, fill in as much data as possible, and submit the form.

Q. Can I have a copy of any video?
A. No. Most records are public, however there are times when the release of a video during an ongoing investigation may compromise the investigation. There are other circumstances when release of videos may compromise the safety of covert operations and may not initially be released.

Q. How long will it take to get my video?
A. Requests are typically produced within one work week, however volume fluctuates and times vary. 
Q. How much will my video cost?
A. The video production for Prosecutors and Law Enforcement Agencies is free. All other requests will cost for the materials and the time it takes to research, produce and verify the video(s). The Kansas City Missouri Police Department may require a deposit for large orders prior to any work being completed, or for those that have previously failed to pickup and pay for videos.

Q. What form of media will my video be in when I receive it?
A. The media will be reproduced in its original state. If the original was a VHS tape, it will be reproduced on a VHS tape. If the media was on a digital system, it will be reproduced on a DVD.

Q. Why won’t my DVD play in my DVD player?
A. The DVD’s produced are DATA-DVD’s. They are not designed to be played in a standard DVD player but on a computer. A few DVD Players will play these DVD’s, however most will have to be played on a computer. The Digital Technology Section simply cannot produce the videos in standard DVD format as the time required is too long for the volume produced at this facility. There are currently three digital video systems, each with their own software.  The in-vehicle videos are in an MPEG-2, open source format and require no player, however one is proved with these videos.  For information on the installation of the provided viewer for the DVD’s, please check the COBANPlay Read Me file from your computer.

Q. Why won't COBANPlay run on my Apple/Macintosh?
A. COBANPlay is a Windows program and will only install on a Microsoft Windows Operating System or if you have Windows loaded on your Apple/Macintosh product.  MPEG-2 is the file format which does play on Apple/Macintosh computers.
Q. What DVD’s will play your DATA-DVD?
A. The Kansas City Missouri Police Department cannot endorse any particular brand, make or model. We have, however, heard that the following DVD players have worked with the DATA-DVD’s. The Kansas City Missouri Police Department cannot ensure that there are not variances in manufacturers productions and that the below listed products will work.
  • Toshiba DS-V295
  • Toshiba SD-6100KU2
  • Toshiba Model SD-4100   

Q. How do I pick up my completed video?
A. Purchased Videos may be picked up in person with valid State or Government Identification at the Digital Technology Section, 1125 Locust, Kansas City, Missouri.  Normal business hours are 6 a.m. to 5 p.m. Monday through Friday excluding holidays.  An appointment must be made with Digital Technology Section Staff as they service vehicles and locations throughout the city and are not always at this facility during business hours.  Staff will make every attempt to schedule an appointment for pickup within a 15 minute before-and-after window.

Q. What payments do you accept?

  • Credit/Debit cards (American Express, Discover, Master Card, Visa)
  • Check made payable to "Board of Police Commissioners"
  • Cash in Exact Change Only.  The Patrol Video Unit does not carry change, nor are they permitted to "keep the change" no matter how small.

Q. Why am I being asked to pay in advance?
A. The department reserves the right to require a payment up front for personal orders, orders requiring large amounts of work as well as for other mitigating circumstances.
