Municipal Court announces expanded docket for Housing Court

The 16th Circuit Court of Missouri – Kansas City Municipal Division (Municipal Court) has announced that the Housing Court will expand in early June 2011. The Housing Court’s docket will extend to four days per week, Monday through Thursday, at 1:30 p.m. in Courtroom C. Previously, the Housing Court has been conducted only on Friday afternoons.

Presiding Judge Katherine Bromfield Emke expanded the Housing Court docket after seeking input from the Neighborhood and Community Service Department, Court Administration, the Prosecutor’s Office and members of the defense bar.

“Expanding the docket times to multiple days will give greater flexibility for the City code inspectors who frequently appear before the court to testify,” said City Prosecutor Lowell Gard. “It will also make the specialty court more accessible to witnesses and defendants.”

“The Neighborhood Preservation Division supports the changes being implemented to the housing court dockets,” added David Park, director of the Neighborhood and Community Services Department.

Presiding Judge Emke will preside over the Housing Court on an interim basis pending the selection of a permanent Housing Court judge by the Mayor and City Council. She assumed this role after the retirement of the former Housing Court judge in April 2011. The Presiding Judge pro tem will preside over the Housing Court in the event that Judge Emke is not able to be present for a scheduled docket.

The Housing Court – one of the Municipal Court’s five specialty courts – was established by a charter amendment by voters in 1987. Its docket is exclusively devoted to housing code violations including nuisance, property maintenance, building and zoning codes, and illegal dumping ordinances.
