Chapter 14 of the code of ordinances requires residents to license their cats, dogs, and ferrets. This can be done at the city's animal shelter, at your veterinarian's office if they are authorized to process licenses, or at the Pet Data website.
Licensing your pet and keeping the license on its collar helps ensure that you will be notified if your pet is impounded by the employees of the Animal Health and Public Safety Division.

Anyone who locates/recovers a stray animal that is licensed with the City is encouraged to call the 311 Action Center at 816-513-1313, or check Pet Data and get the owner's contact information so the pet can be returned to its rightful owner.
Additional permits for animal-related businesses
Animal Show Permit — Any circus, stock show, rodeo, petting zoo, pony ride or animal display in the city of Kansas City Mo. must have an animal show permit. You must apply to the supervisor of Animal Health and Public Safety at the administrative office, 2534 Prospect Ave. You may call 816-513-9808 to request an application be faxed, or download it below. There is an inspection prior to issuance of the permit and a $100 permit fee due at that time. Only one permit and fee is needed as long as the event is only held on consecutive days.
Commercial Animal Establishment Permit — If you have a pet shop, boarding stable, boarding kennel or a business that stocks and deals in live animal commerce, you must apply to the supervisor of Animal Health and Public Safety for a Commercial Animal Establishment Permit. The application will be provided by through the administration office at 2534 Prospect Ave, or you can download it below. There is a $100 annual permit fee, and an annual inspection prior to renewal. The operation must be zoned for that kind of business and be up to City code.
Domestic Animal Avocation Permit — For hobby kennels, hobby cattery or rescue kennel or rescue cattery. Permit is limited to no more than 10 total animals. This is a residential permit to allow the resident to have up to 10 dogs or 10 cats over 180 days old. You must get written consent from all owners and tenants of any lots that are within 150 feet of the applicants property for a hobby kennel and 50 feet for a hobby cattery. If the applicant seeks a rescue permit, they will also need to obtain a license from the state of Missouri. There is a $100 annual permit fee, and an annual inspection of any of the applicant's private property that is used for keeping animals prior to renewal.
Special Exception Permit for Chickens — This is a residential permit to allow those who do not meet the 100ft distance requirement from their neighbors to keep or maintain up to 15 chickens at their residence. You must get permission from the owners and occupants of the building that are within the minimum (100ft) distance requirement. The City's Animal Health and Public Safety division office, located at 2534 Prospect Ave, will provide the application, or download it below. There is no fee for this permit. The exception is subject to renewal after one year and every five (5) years thereafter.
