2009 process for city prioritization of low income housing tax credit
As part of the full Missouri Housing Development Commission (MHDC) application for the Low Income Housing Tax Credit program, applicants are asked to demonstrate local support for their development project. The City Council will be making a recommendation to the Missouri Housing Development Commission for the prioritization of Kansas City, Mo., projects seeking 4 percent and 9 percent low income housing tax credits in 2010.

 

Note: This application for City prioritization does not replace nor supersede the MHDC application process. However, this City prioritization process will be used to coordinate the level of local support from City Council.

To determine the City Council's support for the project and the overall consistency of the proposed development with the 2008 City Council adopted Housing Policy Goals, the City of Kansas City, Mo., has developed a pre-application process for developers seeking a LIHTC allocation from the State.

To be considered for Council prioritization, the developer must submit to the Housing Department:

City staff will review, score and rank the submitted MHDC application prior to making the prioritization recommendation to the Citizen Advisory Committee on Housing and the City Council for their review and final prioritization of the projects.

All project proposals submitted for City prioritization will be scored with consideration given to how the project achieves the City's Housing Policy Goals and meets the requirements of the State's Qualified Allocation Plan, which sets out the state's priorities and eligibility criteria for awarding federal tax credits, as well as tax-exempt bonds and any state-level tax credits, to housing projects.

Note: Signed Low Income Housing Tax Credits Affidavit and copy of MHDC application must be submitted either in person or via USPS and must arrive by Nov. 6, 2009 to the Housing Department. All other required documentation may be sent via fax or email.
