Online requests for proposals and bid opportunities

Definition of request for proposal. This Request for Proposals is an invitation by the City for Proposers to submit an offer, which may be subject to subsequent discussions and negotiations. It is not a request for a competitive bid. Submittal of a Proposal does not create any right in or expectation to a contract with the City.

Selection. City will select what in its sole judgment it determines to be the Proposal that will be in the best interests of the City.

Late proposals. Proposals and modifications of proposals received after the exact hour and date specified for receipt will not be considered unless: (1) they are sent via the U.S. Postal Service, common carrier or contract carrier, by a delivery method that guarantees the proposal will be delivered to the City prior to the submission deadline; or (2) if submitted by mail, common carrier or contract carrier it is determined by the City that the late receipt was due solely to an error by the U.S. Postal Service, common carrier or contract carrier; or (3) the proposal is timely delivered to the City, but is at a different City location than that specified in this RFP; or (4) the City extends the time after the deadline for a force majeure event that could potentially effect any or all Proposers meeting the deadline.

Change in RFP and contract. The City reserves the right at any time to add to, delete, modify or enlarge this RFP, including any specifications and/or statement of work, the proposed contract, the terms and conditions and any subsequently executed contract.

Discussions and negotiations with proposers. Proposals may be evaluated and award made with or without discussions and/or negotiations with Proposers. The City also reserves the right to discuss and negotiate anything and everything with any Proposers at any time. The City reserves the right to request additional information from any or all Proposers. Negotiations by the City will not be deemed a counter offer or a rejection of any original Proposal.

Rejection of proposals. The City reserves the right to reject any and all proposals.

Best and final offers (BAFOs). The City reserves the right to request one or more best and final offers. This may include including submission of a new proposal.

Scope of Work:

The purpose of this contract is to expand Project Smokebusters. Expansion shall be accomplished by implementing Project Smokebusters Phase 2 in schools and/or communities to prevent and decrease youth tobacco use in Missouri.

1) No later than 60 days after the contract start date the contractor shall:

  • Contact 10 or more schools in the greater Kansas City area (Platte, Clay, Ray, Jackson, and Cass County) to identify 10 schools willing to participate in phase 2. At least 1 school from each county must be contacted.
  • Contractor will assist the schools willing to participate to identify appropriate mentors for the Smokebusters groups.
  • Contractor will help identify the person(s) to attend a facilitators’ training and assure that he/she completes the training.
  • Contractor will assist with sending identified individuals to facilitators’ training in the greater Kansas City Missouri metropolitan area. Training shall include, but not be limited to: how to deliver Smokebusters Phase 2 training to youth and mentors; expectations of facilitators; how to use the data reporting website; and how to assure policy and decision makers are informed of the activities and accomplishments of Smokebusters groups.
  • Contractor will help plan the number and location of youth and mentor trainings to assure a mix of school districts and to decrease the distance schools need to travel for training sessions.

2) No later than 90 days after the contract start date the Contractor shall:

  • Contractor shall disseminate materials to facilitators and/or mentors for use in training and in the individual Smokebusters groups.
  • Contractor will implement the department approved plan for encouraging schools to complete action plans, and help determine if schools are eligible for stipend.

3) The contractor should train a minimum of three (3) youth Smokebusters phase 2 trainings in greater Kansas City Missouri metropolitan area no later than January 31, 2010. The Contract shall train a minimum of 1 mentor and 5 youth in Smokebusters Phase 2 from each school.

4) The contractor shall submit the pre- and post-attitude and knowledge assessments and evaluations to the Kansas City Health Department no later than February 9, 2010. The assessment and evaluation forms will be provided by the department.

5) The contractor shall assist schools with writing letters; sending thank-you notes for funding to legislators; sending pictures/reports about Smokebusters project; or providing funding information regarding the use and value of the funding, these activities must be completed by April 30, 2010.

6) The contractor shall offer technical assistance to the schools need as needed on an on-going basis.

7) The contractor shall participate in regular conference calls or meetings with assigned department staff.

8) The contractor shall assist in organizing participating schools in the greater Kansas City Missouri metropolitan area to attend the Youth Summit in February of 2010. (If funding is available for this event)

9) The contractor shall assist youth and mentors from the greater Kansas City Missouri metropolitan area with travel arrangements to Youth Summit. (If funding is available for this event)

10) The contractor shall identify youth-developed media messages, and send to the Kansas City Health Department. The department will disseminate the messages throughout the state of Missouri. The contractor shall assure messages have the appropriate level of identity protection and parental releases for the student as specified by the department. Project Manager will assist.
