Cathy Jolly serves as City Councilwoman, 6th District at large, to the City Council of the City of Kansas City, Mo. She is chairwoman of the Public Safety and Neighborhoods Committee. The Committee is responsible for issues related to the City’s Health Department, Neighborhood Preservation, and both the Kansas City Police and Fire departments. Councilwoman Jolly sits on numerous boards, including Truman Medical Center, Kansas City Health Commision and the Maternal and Child Health Coalition. She represents the City Council at Kansas City Police Board meetings.
Cathy served as state representative for the 45th District in the Missouri General Assembly from 2001-2006. She served on the following committees in the state legislature: Crime Prevention and Public Safety (ranking member); Elementary and Secondary Education; and Veterans. She is a former vice chairwoman of the Appropriations for Transportation committee. She has served as a Deputy Majority Whip, and as president of the Women Legislators of Missouri. She is a past gubernatorial appointee to the State Council for Interstate Adult Offender Supervision.
Before being elected, Cathy served as an assistant prosecuting attorney for the Jackson County Prosecutor’s Office. She was coordinator for the Drug Abatement Response Team (DART). Working closely with law enforcement officials, Rep. Jolly shut down drug houses and worked to restore safety to neighborhoods impacted by drugs and drug violence.
Cathy is a member of various community organizations in Kansas City, including South Kansas City Citizens Crusade Against Crime, the Greater Kansas City Women’s Political Caucus, Committee for County Progress, Citizens Association, Red Bridge Lions Club and South Kansas City Chamber of Commerce.

- Certificate of Appreciation from Northland Coalition of residents of Clay, Platte and Ray counties and Tri-County Mental Health Services for supporting mental health prevention and treatment services in the Northland.

- CCO (Church Community Organization) Soul of the City Legislative Award
- ACT Missouri Award of Excellence from the Missouri Youth Adult Alliance for outstanding leadership in preventing underage drinking
- Kansas City Metropolitan Bar Association Young Lawyer of the Year
- Selected by Kansas City Star as one of six women to Watch (2001)
Cathy is a licensed attorney in Missouri and Kansas. She received a Bachelor of Arts degree in political science from the University of Missouri-Columbia and graduated with distinction from the University of Missouri-Kansas City with a juris doctorate degree.
Cathy and her husband, Scott, are homeowners in South Kansas City. Scott is a School Board member for the Center School District. Their son, Drake, was born in August 2003.
