The 3rd District has both the heart of the urban core and older suburbs beyond the Blue River. It is the home of Kansas City jazz and the heart of the historic African American community in the city. The 3rd District has the remains of some of the city's first heavy industrial uses.

The 3rd District has the second smallest land area of all districts in the city, with about 6 percent of the land area of the city. The 3rd District is one of the oldest in the city and has a substantial number of buildings on the Local and National Register.
