The 1st District is mostly located within Clay County with a portion in Jackson County that includes the northeast neighborhoods of Kansas City.

The 1st District has the second largest land area with 81 square miles, about a quarter of the total land area in the city. North of the river, almost two-thirds of the land area is potentially available for development. South of the river, the amount of vacant land is only 16 percent.
